How to write ネ (ne) in katakana
ネ (ne) never takes the voicing marks. Its shape keeps a part of the kanji 祢 (“ancestral shrine”). It takes four short strokes: the first from the top going down and right, the last ending at the bottom right. Loanwords that begin with it: ネオ (“neo”), ネガ (“negative”), ネジ (“screw”) and ネス (“-ness”).
